Start the services in this order.
1) MySQL
2) Elastic Search
3) SANscreen
4) SANscreen Acquisition
For a very large OCI box you may want to put a delay between the service starts of say 10 minutes.
There are ways to tell if MySQL is ready. This link will gives some tips:
