If you're trying to open a Java Application / Java Client (like for NetApp OnCommand Insight / OCI) and the spash screen appears but the application fails to load, it might be something in the 'DeploymentRuleSet.jar'.
"The Deployment Rule Set feature is optional and shall only be used internally in an organization with a controlled environment ... a JAR file that contains a rule set is distributed or made available publicly ..."
