This is not in NetApp OnCommand Insight or Cloud Insights (at least at the time of writing), and there is a reason!
With NetApp (Clustered) ONTAP the only way to figure out the oldest snapshot is to traverse the full list of all snapshots which exist on the internal volume, which creates unnecessary load on the storage system as it has to walk a fairly large internal database. This process is time consuming and would slow down inventory collection substantially.
OCI/CI does not capture this, and neither does Unified Manager (AIQUM), but UM does let you browse the snapshots using dynamic queries.
CI does do Snapshot Policy. Working out how many snapshots there should be, and whether there are too many snapshots is a possibility. Also, if snapshot used space is very large in a volume it could be flagged as potentially having old snapshots requiring tidy up.
