ONTAP Volume Language Emoji Support - utf8mb4

If you need ONTAP to support filenames with emojis in, you need to use the utf8mb4 language.

Note: You can change volume language in diagnostic mode. These needs to be done by NetApp support (because diag mode.) Need to evaluate any risks of doing this!
